Little is known about his early life. In 1959 , he became a member of the Gambino crime family and was made in 1961. Batts met Jimmy Burke in 1962 and was on friendly terms with him. He also knew Tommy DeSimone and Henry Hill from when they were children and shined shoes. In 1964 , he went to Connecticut to complete a drug deal. Upon arrival, he was arrested by undercover police for possession and exchange of narcotics and was sentenced to 6 years in Sing Sing . In 1970 , he was released from prison. Two days later, while celebrating his release at Henry Hill's bar in Queens , he insulted Tommy DeSimone. Hill and Burke persuaded DeSimone to leave the lounge with his girlfriend, and Hill thought that it had blown over but about a week later Burke had sent Hill's barman home and had Batts alone in Henry's bar. DeSimone returned, with a bodybag and .38 revolver, and yelled "Shine these fucking shoes" as Burke held him and DeSimone severely beat him. Hill, Burke and DeSimone then placed Batts in the bodybag and in turn into the trunk of Hill's car, stopping off at DeSimone's mother's house to pick up a shovel. In the meantime Batts had woken up and was moving around in the trunk of Hill's car. Once on the road they realised Batts was still alive and pulled over; DeSimone beat Batts with a tire iron and shovel, Burke then shot Batts several times. He was buried in Connecticut by Burke, Hill and DeSimone.

Despite the common belief that Batts' was murdered for insulting DeSimone, the real reason was that during Batts six years in prison Burke had taken over his money-lending business and so Burke needed to have him out of the way.

Six months later Burke discovered that a construction firm was planning to build condominiums on the site where Batts was buried. Batts' body was Exhumed and reburied by Burke.

DeSimone was murdered on January 14th 1979, partly as revenge for the killing of Batts who was a Made Man .
