By 2003, trade between New York and Quebec had reached $7 billion dollars, according to Pataki. The first summit was held in Plattsburgh , New York, in May 2002. The second summit was held May 13 , 2004 , in Montreal.

The third summit was held in October 2005. The 2005 summit was held in Albany , New York. On October 6 , 2005 , the '' Albany Times-Union '' reported that New York Governor George Pataki and Quebec Premier Jean Charest "called for the creation of High-speed Rail Service between Montreal and New York City as a way to boost the regional economy during the third Quebec-New York Economic Summit on Wednesday," October 4th , 2005. The article claimed that New York was Quebec's largest trading partner, at nearly $9 billion dollars a year in trading activity, which perhaps explains some of the interest in linking the two major cities. "The third Summit," Premier Jean Charest was quoted as saying in a press release on the Governor's web site, "consolidates the gains made at the two previous Summits. It opens new perspectives and partnership opportunities, especially in core fields, such as high technology, transportation, energy and academic sectors, not to mention tourism. I am convinced the combined efforts of business people on both sides of the border will not only help create new jobs, but will also help us to shoulder our new, shared responsibility for continental security."
