Judge Fausto Pocar (born 1939 ) is an Italian jurist. He is professor of International Law at the University Of Milan . From 1984 to 2000 , he was elected member of the Human Rights Committee Of The United Nations , serving as the committee's chairman from 1991 to 1992 . Pocar served in the Italian delegation to the UN General Assembly in New York and to the Commission Of Human Rights in Geneva several times. In 1999 , he was appointed as a judge to the International Criminal Tribunal For The Former Yugoslavia (ICTY) and became a member of the Appeals Chamber of the International Criminal Tribunal For Rwanda (ICTR) in 2000 .
