Ernesto Ruffo Appel ( June 25 1952 , San Diego , California , USA ) is an American-born Mexican Politician famous for being the first state-governor not belonging to the PRI ( Partido Revolucionario Institucional ) in modern Mexico. His parents and grandparents are Mexican-born. Ruffo attended elementary school in the coastal town of Ensenada in the state of Baja California . He attended college at the Monterrey campus of the ITESM graduating with a bachelor's degree in business. He became a member of the National Action Party (PAN) in 1985 and was elected Municipal President of the Municipality Of Ensenada (which includes the towns of Ensenada, San Felipe and San Quintín ). In 1989 he was elected governor of the state of Baja California. In the year 2000 , he supported the candidacy of Vicente Fox , current President of Mexico, and is now his Coordinator of Migration Affairs for the Northern Border. EXTERNAL LINKS |
