The war involved Latvia (its provisional government supported by Estonia , Poland , and the United Kingdom ) against Russia , the Bolsheviks ' short-lived Iskolat Republic , and Germany . Baltic Germans fought for and against the provisional government in different phases of the conflict, many supporting a German Puppet State for a time. The West Russian Volunteer Army included Germans and former Russian prisoners of war nominally allied with the White Army in the Russian Civil War . Parts of the Latvian War of Liberation are therefore also considered parts of other conflicts, such as the Polish-Soviet War .
