Agreement on the definition of the ZMCM Since the 1940 s there have been different proposals to establish the limits of the growing conurbation of Mexico City, and different definitions were used unofficially as the city continued to grow. The Federal Government, the Federal District , and the State Of Mexico agreed on an official definition of the Metropolitan Zone of Mexico City, (''Zona Metropolitana de la Ciudad de México'', ZMCM), on December 22 , 2005 . It consists of the 16 boroughs (''delegaciones'') of the Federal District, 40 municipalities of the State Of Mexico , and one municipality of the State of Hidalgo . The Metropolitan Zone has a population of 18 million. The three parties signed agreements by which most urban planning projects will be administered by Metropolitan Commissions. ;One conurbation municipality of the State of Hidalgo: The normative definition of ZMVM The definition of the ZMCM is considered to be ''positive'' in that all municipalities fulfill all or the majority of the requirements to be considered part of the conurbated area. This definition is used in contrast to the ''normative'' definition of the Metropolitan Area of the Valley of Mexico (Zona Metropolitana del Valle de México, ZMVM) which was defined to forecast the growth of the conurbated area and plan for its urban development in the long run. The ZMVM therefore includes 18 more municipalites of the State of Mexico that are not yet part of the conurbation area, but are considered strategic as the city grows and integrates them: The ZMVM, if fully integrated in the future, would thus be formed by the 16 boroughs of the Federal District, 58 municipalities of the State of Mexico and 1 municipality of the State of Hidalgo.
