The Council of the Republic is the and the rest are elected from each region and Minsk , the national capital, at meetings called the Soviet of Deputies. The requirements to be selected to the Council are that a person is aged 30 or above, a citizen of Belarus, and lived in the region or Minsk for a period of 5 years, consecutively.
