The connotation is that such units were havens for those with connections who wish to avoid Conscription into more dangerous duty while still gaining the prestige afforded in the United States to military service. During the Vietnam war, service in Guard or Reserve units was seen as a way to avoid combat as the casulty rate was very low for such soldiers. Many have pointed out that Guard and Reserve units are no longer havens for those wishing to avoid overseas or combat units.
