The court is based at the Thomas F. Eagleton U.S. Courthouse in St. Louis, Missouri . It is one of thirteen United States Courts Of Appeals .
The Eighth Circuit is the most Republican Court Of Appeals in the nation, with 9 of its 11 active judges (82%) appointed by Republican Presidents. ''See'' Partisan Mix Of The Circuit Courts . The opposite end of the political spectrum is represented by the United States Court Of Appeals For The Ninth Circuit , which has the highest percentage of Democratic appointees at 67%. The Eighth Circuit is also one of only two Courts of Appeals in the nation to have a majority of its judges appointed by a single President. George W.
