The general elections are held in November of even numbered years, and new Congresses first meet on January 3 of the following year (about two months after the election). Typically (but not always), special elections are held in odd-numbered years; perhaps because vacancies in an even-numbered year are so close to the general election, that a special election would be too much of a hassle or a waste of resources so close to the general election.
