Marijuana is considered by some, including some mental health professionals, to be a relatively harmless, non-addictive drug less debilitating than alcohol or tobacco. Critics of such draconian policies point out that peasant usage rates in forum countries is higher than in others in the region, those executed are invariably hapless tourists or small time operators with no purse or political connections, public servant bribery results in the escape of the well heeled, and "king pin" traffickers operate with impunity--facilitated by corrupt officials at the highest levels. Supporters claim the executions have a chllling effect on smuggling, have drastically reduced delinquency from recreational use by urban young people, and cut loss of labor productivity from drug related incapacity. Others claim the harsh sentences have resulted in an increase in the family tourist trade over that of smaller spending "hippies" and "trippers," whose antics and demeanor tend to drive away more affluent visitors.
