Sefton is a Metropolitan Borough on Merseyside , North West England , administered by Sefton Council . It was formed on April 1 , 1974 from the former County Borough s of Bootle and Southport , along with the borough of Crosby , the Urban District s of Formby and Litherland , and part of West Lancashire Rural District . It is named after the village and parish of Sefton , near Maghull . A Sefton Rural District covering some of the villages in the district had existed from 1894 to 1932. The Bootle area is based around the docks and associated industries, and runs directly into Liverpool . Crosby is a residential area for Liverpool commuters, as are Formby and Maghull .
