The impetus for forming the federation came from the French , and the RLIF was founded in 1948 at a meeting in Bordeaux , France . The RLIF has no permanent buildings, secretariat or website. In reality it simply consists of a series of meetings between administrators from the leading nations. MEMBER COUNTRIES The following countries are members of the RLIF.
