Rick Green (born 1953 in Toronto, Ontario ) is a Canadian Comedian , and writer. He can be seen as Bill on '' The Red Green Show '', and was a member of the Canadian comedy group The Frantics . The Frantics were heard on their CBC Radio show '' Frantic Times '' and their short-lived television series, '' Four On The Floor ''. He is also known for his role as Commander Rick on the show '' Prisoners Of Gravity '' and for creating and starring in the series '' History Bites ''. He is a graduate of the University Of Waterloo . He spent four years teaching at the Ontario Science Centre before becoming a full-time comedian. Green also penned a number of notable Op-ed s in the Globe And Mail , including a glossary of phrases for World War 3 with definitions like: :''Manhattan Project: a project to turn an entire city into an uninhabitable wasteland -- hence the name '''Manhattan'''''. :''Small Theatre Nuclear Exchange: so called because it is curtains for the players after a single act.''
