is a character on the television series ''
Stargate SG-1 '', played by the actor
Robert Picardo . He is a member of the
NID , and was brought in to examine command decisions made at
Stargate Command . According to
Samantha Carter 's contact at the NID,
Malcolm Barrett , Woolsey is "as smart as they come". He has an
M.B.A. and a
L.L.B. from
Harvard .
Woolsey once prepared a memo on the economics of the
Stargate program. He concluded that the price of a rescue mission cost taxpayers 27 million dollars. It is his opinion that classified military operations require civilian oversight.
Prior to taking his position in the NID, he was lead counsel for the
Army Corps Of Engineers and later sat on the
Defense Policy Board . He resigned after it was discovered he had ties to a large corporation which had received $800 million in private contracts by
The Pentagon .
While his attitude toward the SGC is generally one of animosity, he has great respect for truth and responsibility, and tries to do what he genuinely believes is right.
Following the death of
Janet Fraiser , Woolsey was brought in by
Senator Robert Kinsey to examine the command decision to rescue SG-13. He considered it an ''attempted'' rescue, because there were several casualties. While conducting his investigation, he is aggressive, threatening SGC personnel with
Courts-martial if they don't cooperate.
At the request of the Senator, he brings his report to
President Henry Hayes . He comes to realize Kinsey's ambitions, and presents incriminating evidence, supplied by General
Hammond , directly to the president. This information is used to force Kinsey into resigning. While Woolsey may not agree with the affairs of Stargate Command, he is a patriot and not a criminal.
Woolsey returns in the Season 9 episode
Prototype where he encourages the SGC to take a great risk concerning the Goa'uld-human-Ancient hybrid Khalek (which
Anubis created as part of an army to attack the Ancients). SG-1 had captured Khalek on an off-world mission and Woolsey felt that, despite the risk, they had to continue to study the being in order to obtain information from him and learn more about the process leading up to
Ascension . When the studies turned horribly bloody, resulting in the death and injury of many members of the SGC, Woolsey acknowledges his own error and pleads, rather genuinely, for forgiveness from
Daniel Jackson and the other members of SG-1.
Appearing several episodes later, accompanied by several members of the
International Oversight Advisory , he was escorted on a tour of the Gamma Site for the benefit of the IOA. When, inevitably, the mission went horribly awry and the Gamma Site was destroyed he, and the other IOA members, were escorted by SG-1 until their rescue by the ''
Odyssey ''. Once again, despite his panic and occasional incorrect orders during the mission, afterwards he thanked both SG-1 and the ''Odyssey'' for his survival and the survival of the other IOA members.
