Raccoon Police Department




Raccoon Police Department is a Fictional Law-enforcing agency that appears in Capcom 's '' Resident Evil '' Survival Horror franchise. The station is located and situated right in the heart of Raccoon City .


HISTORY


The Precinct was formerly an Art Museum until the late 1980 s, when it was purchased by the police for its ample parking space.

It was lavishly decorated with art purchased by Brian Irons , and several storage rooms were occupied primarily with undisplayed items. The building contained two entrances to the city's sewer system; one through the kennels, and one through a secret room connected to Chief Irons' office. These sewer entrances allowed travel into Umbrella 's secret, underground lab.


Arklay Mountains incident

In late July 1998 , the S.T.A.R.S. team were dispatched into the Arklay Mountains to Investigate a series of Murder s in the region. However, after the Spencer Mansion incident, surviving S.T.A.R.S. members led by Chris Redfield , requested a full-scale investigation against Umbrella Corporation 's activities; this was denied by Chief Irons, who later officially disbanded S.T.A.R.S., seeing that his role as a double agent was in danger.


Raccoon City outbreak


During the T-virus Outbreak in Raccoon City on September 1998, Leon S. Kennedy , Claire Redfield , and other survivors sought refuge at the precinct. Days after the initial outbreak, S.T.A.R.S. member Brad Vickers tried to seek refuge in the station after being followed by Umbrella's Bio-weapon Nemesis ; however, he was brutally killed by the creature in front of his comrade Jill Valentine , at the main door of the R.P.D headquarters.

The R.P.D building was temporarily used as a fortress by surviving officers (who later were killed by creatures or shot to death by Chief Irons); it was destroyed along with the rest of Raccoon City, in a military strike aimed at preventing the T-Virus outbreak (and information about the outbreak) from spreading.


KNOWN MEMBERS


  • Brian Irons - He is the corrupt Chief of the R.P.D, a double agent working for Umbrella Corporation , and he is a Taxidermist too. Initially, he covered all of Umbrella's activities to the general public an even the Department, in exchange of large amounts of money; but, after the outbreak he goes insane and starts to hunt down his fellow officers (and the daughter of Mayor Michael Warren, who has left with him to take care of), and blames Umbrella for destroying "his town". He later is killed by a Umbrella creature, which varies depending the scenario, one being several of William Birkin 's embryos.

  • Leon S. Kennedy - Rookie Police Officer, arrived in Raccoon City a few days after the T-virus outbreak; he had to face the outbreak horrors in his first day as a cop.

  • Marvin Branagh - Police Officer met by Leon (or Claire, depending the scenario played) when he was dying, he appears later as a zombie; in Resident Evil Outbreak File #2 , he is the leader of the officers that are struggling against the zombie invasion that threatens the R.P.D.

  • Ed - Officer killed by Brian Irons. Unrelated to Elliot Edward.

  • Meyer

  • Kevin Ryman - Police Officer who failed his attempt to enter S.T.A.R.S. twice, he is playable in '' Resident Evil Outbreak '' and '' Resident Evil Outbreak File #2 ''.

  • Rita - A blonde policewoman who plays a relatively large role in the scenario "Desperate Times" of Resident Evil Outbreak File #2 . Along with Harry (see below) she is one of the only confirmed survivors of the police department aside from Leon and Kevin.

  • Raymond - One of the officers charged with evacuating civilians from the area around J's Bar in "Outbreak," the first scenario of File #2. Depicted as being fearless and resourceful, Raymond sacrifices himself to save the lives of the survivors.

  • Dorian - Another officer in File #1 tasked with evacuating civilians. He drives the survivors to a shelter at the conclusion of "Outbreak." His fate after this is not known.

  • Elliott - One of the three officers who, during "Outbreak," is attempting to detonate explosives on Main Street in order to kill a horde of zombies. He dies attempting to save Eric when the flimsy barricade they've erected gives way.

  • Eric - The rookie attempting to assemble the detonator to blow the zombies up. When the barricade gives way Eric is pounced by the zombies and eaten.

  • Harry - The third officer assisting Elliott and Eric in File #1. Although they die, Harry survives and later reappears in the "Desperate Times" scenario in File #2, where he joins Rita in escaping and becomes the fourth known officer to escape Raccoon City alive.

  • Fred - A surviving officer in the R.P.D. in "Desperate Times" in File #2. He is killed by crows on the rooftop of the precinct.

  • Tony - The R.P.D.'s dog handler, who appears in the "Desperate Times" scenario in File #2. He dies when the zombie dogs turn on him in the kennel.

  • Kevin Dooley - An R.P.D. helicopter pilot. Although the S.T.A.R.S. Bravo team had a trained helicopter pilot, Kevin was deployed on July 23rd to server as pilot for the mission so that Edward Dewey could focus on navigation. He is mauled to death by Cerberus "zombie dogs".

  • R. Lambert - An R.P.D. officer who is credited with taking a post-mortem picture of a zombie attack victim in front of the Arukas Tailor Shop. The photo is found in R.P.D. Precinct.


The S.T.A.R.S. officers were members of the Raccoon Police Department as well, until the unit was disbanded by Chief Irons .


PARAMILITARY UNITS

The ''Raccoon Police Department'' also had two different Paramilitary units, each established for a different purpose.


S.T.A.R.S.

In 1996 , The R.P.D established the ''S.T.A.R.S.'' (''Special Tactics And Rescue Service'') in order to combat several issues including Terrorism , training in Explosives , Sniper training, First-aid , negotiation, handling K9 units, and other areas.


Select Police Force Division (SPF)

This unit was created by Chief Irons shortly after S.T.A.R.S. was disbanded. Their duties were SWAT -based and were to serve as the R.P.D's means of armed response. Leon Kennedy and Kevin Ryman were former operators of the SPF.

The SPF did not last long after its establishment as most of its operatives were killed by the zombies and other monsters that were loose in the city during the initial stages of the outbreak. Survivors (if any) were dead after a nuclear strike was launched at Raccoon City.


EQUIPMENT

  • Weapons - The . The presence of grenade launchers would give a nod towards crowd control, but lethal rounds found in the station, as well as the Desert Eagle handgun, tell that R.P.D would be well armed if needed.

  • Other Equipment - S.T.A.R.S. officers and members of the SPF wear military-like gear, like Bulletproof Vest s, boots and helmets, in contrast to most R.P.D. officers, who wear regular Police uniforms.

The ''Raccoon Police Department'' appeared in the . During the viral outbreak in Raccoon City , a large number of Infection s occurred in the station, as violent, infected people were Arrest ed and brought to the department, where they attacked officers and other prisoners. By the time the city was sealed, the R.P.D. headquarters building was abandoned.
