The board was created in response to a series of Accounting Scandals , notably those in 2002 involving WorldCom and Enron . Its immediate past chairman is the former New York Federal Reserve president, William J McDonough . The Board's currect Acting Chairman is former U.S. Representative from Ohio Bill Gradison . On October 3, 2005 the Competitive Enterprise Institute published a study by Hans Bader and John Berlau challenging the constitutionality of the Public Company Accounting Oversight Board.
