Public Citizen, a 501(c)(4) lobbying organization, is funded by Public Citizen Foundation, a 501(c)(3) . In 2004 Public Citizen Foundation reported revenue in excess of $9 million. The organization currently is headed by Joan Claybrook , who was head of the National Highway Traffic Safety Administration (NHTSA) during the Carter administration, 1977 - 1981 . The organization is divided into five divisions: the Energy Program, Global Trade Watch, Congress Watch, the Litigation Group, the Health Research Group, and Auto Safety.
