Sir Paul was educated at Wellington College , Victoria University Of Wellington , St John's College , Auckland and St Peter's College , Oxford (where he is also a Fellow). Sir Paul was first made Bishop (of Waiapu) in 1971 . He was the first Governor-General of part- Maori descent, and the first clergyman to hold the post. After his retirement he attracted controversy by making a statement regarded by some as espousing the concept of New Zealand Becoming A Republic , despite having served as the Queen 's representative in the country. After his retirement from the vice-regal office he became the Anglican Observer at the United Nations in New York, and then chaired the Fijian constitutional review commission.
