Paul Donal Harkins (May 15, 1904 - 1984) was a U.S. Army General and the first MACV ( Military Assistance Command, Vietnam ) commander from 1962 to 1964 .

Harkins was born in Boston, Massachusetts .

The initial U.S. build up in Vietnam occurred during his watch. When he left in June 1964 there were between 11,200 and 16,000 U.S. troops in Viet Nam. His successor William Westmoreland raised the levels to 500,000 by 1968.
