The ORR's main functions are:
  • Regulation of Network Rail 's stewardship of Britain's rail infrastructure.

  • Licensing of operators of railway assets.

  • Managing access by operators to Track , Stations , and light maintenance Depot s.

  • Enforcement of railway Competition Law .


The ORR is managed by a board, which is appointed by the Secretary Of State For Transport . The board's current chairman is Chris Bolt . The ORR employs approximately 150 people, with its headquarters located in High Holborn , London .
