Independent City within the confines of
Wise County in the
State of
Virginia . As of the 2000 census, the city had a total population of 3,904, making it the smallest city in the state by population. The
Bureau Of Economic Analysis combines the city of Norton with surrounding Wise county for statistical purposes.
Norton is located at 36°56'12" North, 82°37'30" West (36.936805, -82.625146), along the
Powell and
Guest Rivers.
According to the
United States Census Bureau , the city has a total area of 19.5

Mi&2 ). None of the area is covered with water.
As of the
Census of 2000, there were 3,904 people, 1,730 households, and 1,067 families residing in the city. The

The average household size was 2.23 and the average family size was 2.88.
In the city the population was spread out with 21.8% under the age of 18, 10.2% from 18 to 24, 27.3% from 25 to 44, 25.4% from 45 to 64, and 15.3% who were 65 years of age or older.
