New Democracy is a Maoist concept based on Mao Tse-Tung 's ''Bloc of Four Classes '' theory in Post-revolutionary China .

The theory is a development and departure from the classic Marxist understanding of the stages of economic and historical development of the Modes Of Production and conditions underwhich a socialist revolution can take place. Marx wrote that the socialist revolution occurs only after the capitalist Bourgeois-democratic revolution, which paves the way for the industrial Proletarian class to emerge as the the majority class in society, after it overthrows Feudal society.

Mao's ''New Democracy'' and ''New Democratic Revolution'' combines some of the major goals of the classical capitalist stage, but bypasses its political rule, moving directly into building socialism. Thus, the New Democratic Revolution still aims at overthrowing feudalism and acheive national independence, but bypasses the rule of the capistalist class. Instead, it aims to enter directly into socialism though a coalition of classes, including the national Capitalist class, subsumed under the leadership and guidance of the Working Class and its Communist Party . The coalition of classes for this new democratic revolution is symbolized by the stars on the Chinese flag. The large star to symbolize the leadership of the Communist Party, and four smaller stars for the four classes: proletarian workers, peasants, petty bourgeoisie, the national-based capitalists.

Mao's theory explains this as a necessary consequence of Imperialism as described by Lenin , in which imperialism distorts the normal economic development of Third World countries as described by Marx, the latter of whom believed that primary Communist Revolution s in non-industrialized areas of the world would be unsustainable, lacking the prerequist economic and social conditions. With Lenin having shown that Marxist analysis was no longer valid with the success of the October Revolution , Mao took ths perspective to the next level in his New Democratic Revolution which takes places with a majority of peasants in a largely still-peasant society with a ''minority'' of workers.

Once New Democracy has been established, the country is claimed to be ideologically Communist under the leadership of the Communist Party , and that its people are actively involved in the construction of Socialism , even as the country itself maintains and furthers many forms of capitalism for purposes of rapid economic growth. New Democracy is considered a stepping-stone to socialism in this two-stage theory — i.e., first New Democracy, then the Dictatorship Of The Proletariat , whose ultimate goal is the creation of a state-less, classless Communist society.

Currently, the Communist Party Of Nepal (Maoist) , the Shining Path , and the New People's Army of the Philippines are conducting Guerrilla Warfare (" People's War ") with the intent of establishing New Democracy.
