It can be used interchangeably with " Mongol Empire ," but probably implies more earlier than the conquests out of the traditional Mongolia outwards. Uyghur s, Merkit s, Tatar s, Kereit s, Naiman s and Mongols were united under one system, which this term generally implies and when the Yassa code was devised under Genghis Khan. It's not as formalized as an Empire because of its relatively smaller populations and tribal connections, which later become more formalized with specific rules, regulations and administrative realms or areas with appointed individuals.
