Mole Valley is a Local Government District in Surrey , England . Its council is based in Dorking . The other major town in the district is Leatherhead . The district was formed on April 1 , 1974 , under the Local Government Act 1972 , by a merge of the Urban District s of Dorking and Leatherhead, along with most of Dorking And Horley Rural District .
