In Israel , a local council is a locality similar to a city in structure and way of life, that has not yet achieved a status of a city, which requires a minimum number of residents, among other things. The Israeli Minister Of Internal Affairs has the authority of deciding whether a locality is fit to become a local municipality (or a city). The minister is also expected to listen to the residents of the locality in question, who may wish to remain a local municipality after achieving the requirements for a city (e.g. Ramat Hasharon , which only became a city in 2002 due to its residents wanting to preserve its image as a small town), or a part of an area municipality when they have achieved the requirements for a local one. |
