Local Government (scotland) Act 1929




The Act created two joint County Council s covering Perthshire and Kinross-shire , and Morayshire and Nairnshire , but retained residual Nairnshire and Kinross-shire county councils.

The existing Burghs were reclassified, 21 became Large Burghs with many of the powers of a county council. The remaining 176 burghs were designated as "small burghs" with limited powers. A number of adjacent burghs were merged.

Under the same act Parish councils throughout Scotland were abolished, with their powers passing to 196 new district councils.

Another major effect of the Act was the ending of the Poor Law system, which had largely been administered by the parish councils. Their responsibilities in this area - now known as "Public Assistance" - passed to the county councils, large burghs and counties of cities.

The Act was drafted by Walter Elliot , the Conservative (Scottish Unionist) politician who became later (1936) Secretary Of State For Scotland .
