Financing for the project was seeked, but the economic crisis made it impossible for the investment of an estimated $317,000,000 USD. In 1986 the ''Independent Authority of the Special Project of the Electrical System of Massive Transit of Lima and Callao'' was created by Supreme Decree N° 001-86 MIPRE and with force of Law N° 24565, which began with the implementation of the transport means and the construction and implementation of routes by the terms of the contract with the Tralima Partnership of the first section of Line 1, which was not put into operation until after the end of the century. On August 15 , 2001 , the AATE sent the Metropolitan Municipality Of Lima Decree of Urgency N° 058-2001. The Municipality then taking care of the order of the PYMES and the districtal community of Villa El Salvador , programmed the gratuitous Promotional Operation executed from July 11 of that year to September 2002, which became extended as of October to every week Monday through Friday from 07:00 to 14:00 (2:00pm.), and Saturdays, Sundays and holidays from 10:00 to 17:00 (5:00pm.). Grau). The economic projections of the next years and the finalized studies have determined that the project is viable resorting to the private investor via Contract of Concession , and that it would allow that with the income to collect itself, the project in operative conditions extends until the Grau Ave. In effect, the Line 1 that goes by the Aviation Ave. would return sustanable allowing the concessionaire to pay the debt to be contracted by the culmination of the section until the Station Hospital 2 de Mayo, so that the investment does not constitute financial load for the State. This construction will be executed in a period of approximately 18.5 months and enter operation in 2006. PRESENTLY President Toledo emphasized that although the works were initiated during the government of the ex- president . Like symbolic act, Luis Castañeda and Alejandro Toledo arrived on board at this station on one of the cars of the Urban Train and soon approached Villa El Salvador again to make an inspection until the facilities of the Patio Factory in the district of Villa El Salvador .
