McKinnon was Member of the Yukon Legislative Assembly from 1961 ; re-elected 1967 , 1970 and 1974 . McKinnon was then appointed Minister Of Local Government in 1974, Minister Of Highways And Public Works in 1976 . He was then Yukon Administrator of the Northern Pipeline Agency from 1979 to 1984 and appointed Commissioner March 27, 1986 then Retired in June 1995 .
