Flemming was a lumberman before entering politics and serving as Provincial Secretary in the government of John Douglas Hazen . He succeeded Hazen as the Conservative Premier of New Brunswick in 1911, but was forced to resign in 1914 after he was found guilty of fundraising irregularities. Nevertheless, Flemming remained popular and won a Seat in the Canadian House Of Commons in the 1925 Federal Election and again in the 1926 Election . He died in 1927.
