James A. Wynn, Jr.




Born in Robersonville, North Carolina , Wynn attended the University Of North Carolina At Chapel Hill , earning a degree in journalism in 1975 . He earned law degrees from Marquette University Law School in 1979 and University Of Virginia School of Law in 1995 , and served in the United States Navy Judge Advocate General's Corps until 1983 . He currently serves as Captain in the United States Naval Reserve JAG Corps and is the Commanding Officer of the Navy Reserve Judicial Unit.

After working briefly as an appellate defense attorney for North Carolina, Wynn entered private practice until he was elected to the North Carolina Court of Appeals in 1990 ; he has served on that court almost continuously since then, except for a brief appointment to the North Carolina Supreme Court in 1998 , after which he was not elected by the voters to a full term. Judge Wynn is married and has three children.

In the 2004 Statewide Judicial Elections , Wynn sought election to the North Carolina Supreme Court in a special race brought about by the resignation of Justice Robert Orr . In an eight-way non-partisan contest, with four Democrats and four Republicans, Wynn (a Democrat) placed second, with 20% of the popular vote, edged out for the seat by Paul M. Newby who was endorsed by the North Carolina Republican Party -- the North Carolina Democratic Party refused to endorse any candidate in the race.

In the 1999 and 2000, President Bill Clinton attempted to appoint Judge Wynn to become the first African American to serve on the United States Court Of Appeals For The 4th Circuit but this appointment was blocked by the North Carolina Senator Jesse Helms .
