Lewis was appointed Economic Secretary To The Treasury , a junior ministerial post in the Treasury , after the 2005 General Election . Previously he was a junior minister in the Department For Education And Skills and Parliamentary Private Secretary to Stephen Byers , Secretary Of State For Trade And Industry . He was educated at William Hulme Grammar School in Manchester , Stand Sixth Form College and Bury College Of Further Education .
