So how is it done? Gilbert suggests the following steps when using a HPT method:

# Identify what the current system is accomplishing
# Identify what the system should be accomplishing
# Identify exemplary performance
# Measure exemplary performance
# Measure typical performance
# Compare the difference between the exemplary and typical performance
# Evaluate the improvement that can be expected by improving from typical to exemplary performance.
