The Right Honourable Helena Ann Kennedy, Baroness Kennedy of The Shaws QC (born 12 May , 1950 ) is a Labour member of the House Of Lords . She was made a Life Peer in 1997 as '''Baroness Kennedy of The Shaws''', of Cathcart in the City of Glasgow. She is a Barrister and chairs the Human Genetics Commission (which advises the UK government on ethical, social and legal issues arising from developments in genetic science). From 1994 to 2001 she was Chancellor of Oxford Brookes University , and from 1998 until July 2004 she chaired the British Council . In July 2005 she stood down as President of the National Children's Bureau , after seven years in the role. From November 2005 , through to March 2006 Helena Kennedy chaired the Power Commission , which examined the problem of democratic disengagement in the United Kingdom . A report was produced which highlighted the 'Myth of Apathy', and lack of political engagement. Her home page describes her as ''the nation's favourite Portia'' and claims that ''her unique skills as an advocate and social reformer have taken her into many different fields of activity''.
