Ludington was born in Dutchess County, New York , and moved to Milwaukee in 1838 and became involved in the Lumber business in 1851. He served two terms as a Milwaukee Alderman , three terms as Milwaukee's mayor, and one term as Wisconsin's governor. He is buried at Forest Home Cemetery in Milwaukee.
