with Israel Epstein (first left), Anna Louise Strong (third left), Frank Coe (second right), and Solomon Adler (first right). ]] Virginius Frank Coe ( 1907 - 1980 ) worked in the Board Of Economic Warfare and later became the Director of Monetary Research in the United States Department Of The Treasury . Coe also worked in the Board Of Economic Warfare and the Foreign Economic Administration . Coe was technical secretary at the United Nations Monetary And Financial Conference at Bretton Woods, New Hampshire in 1944. Based on reports sent from China by Solomon Adler , Coe opposed President Franklin Roosevelt 's gold loan program of $200 million to help the Nationalist Chinese Government stabilize its currency in 1943. Secretary Harry Dexter White supported Coe's view (to de-stabilize the anti-Communist government of Chiang Kai-Shek). Hyperinflation in China amounted to more than 1000% per year between 1943 and 1945, weakening the standing of the Nationalist government domestically in China. This helped the Communists eventually to come to power in China. Coe, White and Adler are alleged to have been Soviet spies because they were referenced in Venona decrypts. After World War II Coe was a leading official of the International Monetary Fund (IMF) from 1946 to 1952. Unable to find employment in the United States, in 1958 Coe moved permanently to China to work for the government during the Great Leap Forward . In 1959, Coe wrote articles about the Rectification Campaign . Coe died in China in 1980. |
