The qualification was composed of two Rounds. In the First Round, the 30 teams were divided in 6 groups of 5 teams each. The teams in each group would play against each other twice. The team with most points in each group would advance to the Final Round.
In the Final Round, the 6 teams were put in a single group, and would play against each other once. The two teams with most points would qualify to the World Cup.
