The qualification was composed of three Rounds. Algeria, Cameroon, Egypt, Kenya, Morocco, Côte d'Ivoire, Nigeria and Zaire, the eight best ranked teams according to FIFA, entered the qualification directly on the Second Round. The other 16 teams were paired 2-by-2 and played knock-out matches home-and-away in the First Round. The winners would advance to the Second Round. In the Second Round, the eight winners joined the eight best ranked teams and were divided in four groups of four teams each. The teams in each group would play against each other in a home-and-away basis, and the team with most points in each group would advance to the Final Round. In the Final Round, the four teams were paired 2-by-2 and played knock-out matches home-and-away. The two winners would qualify to the World Cup. August 7 , 1988 , Accra , Ghana - 0 - 0 August 21 , 1988 , Monrovia , Liberia - 2 - 0 ''Liberia'' advanced to the next round. August 5 , 1988 , Tunis , Tunisia - 5 - 0 August 21 , 1988 , Conakry , Guinea - 3 - 0 ''Tunisia'' advanced to the next round. Also, Lesotho , Rwanda and Togo withdrew, so Zambia, Zimbabwe and Gabon advanced to the next round automatically.
