The FBI 's "Most Wanted Terrorists" is a list of fugitives who have been indicted by sitting Federal Grand Juries in various jurisdictions in the United States , for alleged crimes of Terrorism . The concept of the list is based on the FBI's Ten Most Wanted Fugitives list. Major terrorist attacks are listed by date, with a brief summary, identifying the groups most directly responsible for the attack.
