Elmwood Park is a Borough located in Bergen County , New Jersey . As of the United States 2000 Census , the borough had a total population of 18,925. Residents voted on April 18 , 1916 , to secede from Saddle River Township to form the Borough of East Paterson. In November of 1972, residents voted to change the name of the Borough from East Paterson to '''Elmwood Park'''. The new name became official on January 1 , 1973 . GEOGRAPHY Elmwood Park is located at 40°54'20" North, 74°7'12" West (40.905639, -74.119909). According to the United States Census Bureau , the borough has a total area of 7.1 Km&2 (2.8 Mi&2 ). 6.9 km&2 (2.7 mi&2) of it is land and 0.3 km&2 (0.1 mi&2) of it is water. The total area is 3.99% water. DEMOGRAPHICS As of the Census of 2000, there were 18,925 people, 7,089 households, and 5,075 families residing in the borough. The Population Density was 2,757.4/km&2 (7,129.8/mi&2). There were 7,242 housing units at an average density of 1,055.2/km&2 (2,728.3/mi&2). The racial makeup of the borough was 82.53% White , 2.16% African American , 0.11% Native American , 7.80% Asian , 0.01% Pacific Islander , 4.44% from Other Races , and 2.94% from two or more races. 13.39% of the population were Hispanic or Latino of any race. There were 7,089 households out of which 29.5% had children under the age of 18 living with them, 55.4% were Married Couples living together, 11.8% had a female householder with no husband present, and 28.4% were non-families. 23.2% of all households were made up of individuals and 12.3% had someone living alone who was 65 years of age or older. The average household size was 2.66 and the average family size was 3.17. In the borough the population was spread out with 20.9% under the age of 18, 8.0% from 18 to 24, 31.4% from 25 to 44, 23.3% from 45 to 64, and 16.5% who were 65 years of age or older. The median age was 38 years. For every 100 females there were 91.5 males. For every 100 females age 18 and over, there were 88.6 males. The median income for a household in the borough was $52,319, and the median income for a family was $59,131. Males had a median income of $40,684 versus $31,535 for females. The Per Capita Income for the borough was $22,588. 6.4% of the population and 4.7% of families were below the Poverty Line . 8.7% of those under the age of 18 and 6.3% of those 65 and older were living below the poverty line. GOVERNMENT Local government The Borough of Elmwood Park was incorporated in 1916 and is governed by a Mayor and six-member Council whose members oversee the Borough's administrative agencies. The Mayor is elected directly by the voters to serve a term of four years. Members of the Council serve overlapping terms, with two members elected at large each year to serve for three years. Under the Borough form of government, Council members act as the legislative body with the Mayor presiding at meetings and voting in the event of a tie. Most appointments are made by the Mayor with the advice and consent of the Council. Members of the Elmwood Park Borough Council are Frank Caramagna, Frank Fasolo, Robert Kassai, John McLaughlin, Joseph Mongelli and Karen Tyburczy.
