President Harry S. Truman called Congress into extraordinary session twice, from November 17 to December 19 in 1947 and from July 26 to August 7 in 1948. In both cases, Congress had completed its business for the year but had not adjourned ''sine die,'' and so the extraordinary sessions are considered extensions of the regular sessions.
