STORY

The Marine Environment Agency is organization that governs a post-holocaust Earth where most of the earth is now just ocean. Only the best, most physically fit and intelligent students are eligible to enter the Agency, and Maia, the series' protagonist, is set to become one of the few.

But her ideal life quickly falls apart. After suddenly and unexpectingly failing her entrance exams, she is subsequently evicted from her home leaving her homeless. Her money and belongings are stolen. And worse, she becomes a hostage in the middle of a gunfight. She is "saved" by two women that are part of a reckless security-for-hire organization called Neres, a possible derivation of the Greek mythological Nereids .

Having nowhere else to go, Maia is forced to join their ranks to fight crime, often with disastrous results.

"Daphne" in the title refers to a subplot that will start midway into the series and eventually become important to Maia. "Brilliant Blue" refers to the fact that this is a world with almost no land. The world mostly consists of vast oceans and a few floating cities.
