Groutage received a Bachelor of Science, a Master of Science, and a Ph.D in science and engineering from the University Of Wyoming . During the Cold War , Groutage lead several teams of U.S. scientists in the Navy, Air Force and Army, developing weapons systems and nuclear submarines.
