Styled the 'Heavenly King', Chao was responsible for forming the famous gang of seven, which included Wu Yong , Gongsun Sheng and the Ruan Brothers to rob an imperial convoy delivering birthday gifts. Thereafter, with the help of Lin Chong , he usurped the position of Wang Lun , the incompetent pedant who had set up a strategically positioned base in Liangshan . After the death of Wang, Chao wasted no time in recruiting his deputies, Song Wan and Du Qian .

Chao's character was perfectly synonymous with the eventual Liangshan manifesto, Delivering Justice on Heaven's Behalf (literally translated). The fact that he was an official-turned-bandit portended the way of life and recruitment policy of the Liangshan bandits, and one wonders (albeit academically) what would have been the fate of the heroes if he had not passed away prematurely. Song Jiang , inasmuch as he was respected and loved by his fellow 107 brothers and even the civilians who were suppressed by the corrupt imperial government, had too much mercy in him and faith in the government not to renege on their promise to betray the heroes upon granting them an amnesty. And whilst Song was probably less comfortable wielding the swords and axes atop horses in battle, Chao was probably right at home with those military objects.
