The 2016 Summer Olympics, what is to be officially known as the '''Games of the XXXI Olympiad''', is to be held in the Summer of 2016 , and is an international athletic event. The hosting city will be announced at the 121st International Olympic Committee meeting, to be held in Copenhagen in 2009. According to the current contract the games will be broadcast on NBC (National Broadcasting Company) in the United States . CITIES CONSIDERING BIDS United States With the USOC's recent meeting last April 8 in its Colorado Headquarters, the USOC Board came close on a decision to bid for the 2016 Summer Olympics. The organization's leaders decided that a failed olympic stadium from the NYC2012 bid team won't in any way again fail the USA to host a future games. USOC Chairman Peter Ueberroth outlined the requirements for a potential US bid city namely: 1) that city would need to have an existing stadium, or one fully approved, capable of playing host to the opening and closing ceremonies and the track and field competition; 2) all the infrastructure must be “already built or fully committed”; 3) an Olympic and media village, and adequate hotel and convention space; 4) it has the support of the private sector along from local, state and federal governments; 5) and a realistic chance to win against international candidates. Chairman Ueberroth, CEO Jim Sherr and International VP Bob Ctvrtlik will travel to 6 interested cities and complete all the meetings by the end of May. Ueberroth also warned interested cities not to put together committees or raise money until the meeting to avoid them of unnecessary expenses specially if the USOC feels it's unrealistic for a certain city to win the international race. The USOC hopes to know whether it will submit a bid before the end of the year. Baltimore-Washington D.C. On Mayor Martin O'Malley , added that "we will have to see what the details are, get together with our partners in D.C. and go from there." Chicago Chicago had previously decided against bidding for the 2016 Games as a result of financial guarantees required by the IOC. However, the IOC has since announced a new philosophy under which the Olympics would become a smaller event in terms of construction and costs, and apparently as a result of this, Chicago Mayor Richard M. Daley has reversed his opinion and now intends to bid to host the 2016 Games. The city had previously shown some initial interest in hosting the 2008 and 2012 Olympics . Chicago's presumed entry is considered to be among the strongest of the U.S. bids; the city benefits from many existing high-profile sporting venues, such as are easily accessible by "L" Lines , Amtrak , and Metra Commuter Rail , and the construction of Metra's new STAR Line , will further facilitate movement between possible venues. Chicago O'Hare International Airport , one of the United States' most important transportation hubs, will have completed a major expansion by 2016. Chicago also benefits from the strong sports culture in the city, considered second to New York City. Chicagoans are infamously known for their rabid fandom of their hometeams - the White Sox , the Bears , the Cubs , the Chicago Blackhawks (all of them founding teams in their respective leagues) and the Bulls . Chicago also has the support of Michael Jordan , arguably the most recognized basketball player in NBA history. The Chicago bid's geographic location also counts in its favor: its central position within the U.S. means that its time zone is very suitable for American television coverage. The city's reputation as a major convention center, as well as its international diversity, are also considered as positives. Chicago has the distinction of being one of the few cities that had the games taken away from them. In, 1904 it was at first awarded the Games that were eventually held in St. Louis to coincide with the World's Fair . The city was not happy with this decision at the time, and this historical aspect could play to Chicago's favor. Mayor Daley has privately expressed a desire for an additional NFL franchise to come to Chicago in order to have the 80,000 seat stadium needed to host this event, according to the ''Chicago Tribune''. Experts, however, think it may be unlikely that Chicago will land an additional NFL franchise when the NFL is more concerned about keeping the Saints in New Orleans and expanding into the Los Angeles area. Soldier Field, which seats approximately 61,000 fans, is far from adequate as the main Olympic stadium, and has been criticized for what some call an amalgamation of modernist and classical architecture. The stadium issue is currently regarded as the major problem facing a Chicago bid. Mayor Daley suggested using athletics stadiums in some of the colleges in South Bend , downstate Illinois and Milwaukee . All at least 90 miles away from downtown Chicago. And with some business leaders not expressing interest and even felt pessimism on Chicago being able to host, Chicago might not have the financial backing it will need to fund the necessary construction for the facilities and expenses needed during the domestic and international bidding war. And a lot of quarters also believe that the potential 2016 bid from the City of Chicago is just a diversion from corruption charges plaguing the Daley Administration right now. Denver Denver is reportedly thinking of entering a bid for either these Games or the 2018 Winter Olympics . The city must overcome the dubious distinction of having rejected the opportunity to host the 1976 Winter Olympics , primarily due to concerns over the Olympics' impact on the state's mountain environment. This is perceived by many to have rendered the city out of contention before bidding even begins. However, after three decades of significant investments in the region's transportation infrastructure, new stadia and arenas, and major expansions of the state's ski resort and mountain recreation facilities, the city compares favorably with other North American cities for the right to host the Winter Games, not to mention that the other potential host city to turn down the games in 1976, Whistler , was chosen (with Vancouver as the main host) to host the 2010 Winter Olympics . Detroit officials are considering a bid for either a Winter ( Downhill Skiing would have to be held elsewhere, severely limiting a potential Winter Games bid) or a Summer Games with the Summer Games sharing venues with neighboring Windsor, Ontario , Canada. Detroit has witnessed a rebuilding of the once-crumbling infrastructure of its downtown region in recent years, and has been awarded major sporting events such as the 2004 Ryder Cup , the 2005 MLB All Star Game , in 2006 Super Bowl XL , 2006 NCAA Men's Basketball Tournament Regional Games, the 2009 NCAA Final Four , and the 2010 NCAA Ice Hockey Frozen Four . Detroit is also home to the Motor City Bowl , a major college football bowl game played annually. If the bid were successful, it would be the first time that two countries would have an oppertunity to jointly host the games (although Detroit could host the games without the use of any venues in Windsor , Canada directly across the Detroit River ). The only possible problem relating to a Detroit bid would be the lack of an adequate public transit system in the city. Detroit currently uses the People Mover (similar to the Chicago 'L' ) as public transportation. However, this is not the first city to face these problems; Salt Lake City , Utah , Athens , Greece and Turin , Italy built new public transportation networks for their Olympic Games. Other than the transportation issue, Detroit could host the Summer Games with little new construction. The Detroit area already has a large number of venues that could be used to host the games, including Joe Louis Arena , Cobo Hall , Cobo Arena , The Palace Of Auburn Hills , Ford Field , Michigan Stadium , the Silverdome , Compuware Arena , Spartan Stadium , and Comerica Park . The only new construction that would be required would be a main stadium (for use in track and field and the opening and closing cermonies) and an Olympic village. Eastern Michigan University could also host many events. Rynearson Stadium - the schools outdoor football/track facility - could with some additions be fit for track and field and Olympic cermonies. The Convocation Center (Eastern Michigan University) , could also host events. Also on EMU's campus is Jones Natatorium with an Olympic-sized 50 meter pool, with both spring board (one and three meters) and platform (five, seven, and 10-meters) diving. The nearby University Of Michigan in Ann Arbor , MI has many athletic facilities that could be utilized as well. Detroit has launched a website called TheWorldIsComing.com . Los Angeles A Los Angeles bid was first announced on October 7 2004 , and this was eventually confirmed on 7 September 2005 at the Amateur Athletic Foundation , an organization created with surplus funds from the 1984 Olympics . The announcement was made jointly by Barry Sanders, chairman of the Southern California Olympic Committee, and City Mayor Antonio Villaraigosa ; Villaraigosa told a gathering including Olympians Janet Evans and Rafer Johnson that "We're a community built for the Olympic Games. We have world-class sporting venues and we have a history of success." Los Angeles has hosted two previous Summer Olympic Games, in 1932 and 1984 , but Sanders said that the 2016 bid would be "distinctive in its approach". The city has a number of available sports venues, including the Coliseum used in both previous Olympics, the downtown Staples Center , the soccer fields at the Home Depot Center in suburban Carson and the Arrowhead Pond arena in Anaheim . The University of Southern California will open a 10,000 seat basketball arena, the Galen Center , in 2006 that could be used as another facility. Minneapolis-Saint Paul A possible bid from Minnesota by Minneapolis - Saint Paul was reported on August 7 2003 . Like Chicago, Minneapolis-St. Paul benefits from its location in the Central Time Zone, making it ideal for American television audiences. Additionally, the Minneapolis-St. Paul International Airport is the ninth-busiest in the nation and transportation improvements such as the Hiawatha Light Rail line have improved mobility in the city's core. Athletic facilities include the Hubert H. Humphrey Metrodome , Target Center , National Sports Center in Blaine, MN and Xcel Energy Center . Minneapolis has hosted large-scale events in the past, including the 1991 Special Olympics , 1987 and 1991 World Series and 1992 Super Bowl. Minneapolis-St. Paul previously bid but was rejected for the 1996 games, which eventually went to Atlanta , as well as the Summer Games in 1948, 1952, 1956, 1960 and the Winter Games in 1932. On March 21, 2006, it was reported by Fox News 9 in Minneapolis that the Minnesota Legislature was drafting a resolution aimed at putting in place a committee to prepare for an additional bid for the 2020 Summer Olympics. New York City City officials are contemplating another bid for the Summer Olympics. Roland Betts , a member of the board of directors of NYC2012, was selected to join the presidential delegation to the Opening Ceremonies of the 2006 Winter Olympic Games . He claimed there is a possibility of a 2016 New York City bid. "We are still giving serious thought to bidding for the Games in 2016 for New York, so it's important to keep touching the IOC bases," Betts said. New York has the advantage of experience of being among the finalists in the 2012 Olympics bid race. Former New York City Mayor Rudolph Giuliani was appointed too, by the President for the USA's Delegation for the Closing Ceremonies in Turin. Also in a recent interview with the New York Times, Dan Doctoroff, Deputy Mayor of NYC for Rebuilding and Redevelopment, stated "We really haven't been thinking about it a whole lot," he said. "I would be interested to hear what they have to say about the process, and once we understand that, we would respond." New York City is the only one of the Big 4 Cities in the world (the other 3 being with its largest city, Sydney , Greece with both its capital and largest city, Athens , China with capital, Beijing , and the United Kingdom with its capital and largest city, London . Contrary to some polls conducted during the 2012 race, a poll right after the IOC decision showed more than three-fourth's or 75% of New Yorkers want the city to pursue the 2016 summer games, especially in Queens , the future site for most of the events. If and when New York City does decide to bid, it will prove to be the best timing for the city after several failed attempts. The city will have the most modern sports facilities in the world completed for its professional sports teams which could be used for the 2016 Games: A new Yankee Stadium , a new Shea Stadium , Brooklyn Nets Arena , a new Madison Square Garden , Newark Arena for the New Jersey Devils , a new Nassau Coliseum , Red Bull Park (MetroStars) in Harrison, NJ , and a new Meadowlands NFL Stadium in East Rutherford, NJ for the New York Jets and New York Giants that could seat up to 100,000 spectators. Furthermore, development proposals for Willets Point right beside the NYC2012 proposed Flushing Meadows Olympic Park, an aquatic center in the Flushing Meadows Sports Park, the cleaning up of the Flushing Meadows-Corona lakes and the development of a sports and recreation center in Floyd Bennett Field in Brooklyn may aid in their 2016 bid. New York City also has the largest public transportation system in the USA, and among the top five in the world, with Seoul , Moscow , London and Tokyo (all prior Summer Games hosts). Along with New Jersey, an integral part of the New York Metropolitan Area having the third largest in the USA, transportation during the games would be efficient and manageable. Also, to avoid concerns among residents that the added tourism will present too great of a strain on New York's transit system, a suggestion to host the Games during the lowest ridership of the year, as consistent with their 2012 bid, has not been ruled out. As with all Olympics in the current era, security is a major concern. The NYPD is the largest police department in the country, larger than the next 3 cities, LA, Chicago and Houston, combined. The NYPD also secures the most international events of any city throughout the year. New York City hasn't officially announced their participation in a race (if the USOC decides to put forward a bid city), but recent statements from Mayor Bloomberg went from being negative right after the 2012 loss to a neutral position. Furthermore, Betts and Giulianni's appointments to Team USA's Presidential Delegation, has increased the talk on a possible New York bid for the 2016 games (Giulianni also recently made a statement hailing New York as being perfect for the 2016 Summer Games). Although its main competition would come from former host, LA, and a newcomer, Chicago, NYC has the experience or running in the recent state of the IOC, and continues to touch bases with the IOC even without a formal announcement of its intentions, keeping themselves visible for another possible campaign. If NYC chooses to bid again, it could very well be the frontrunner, not only in the USOC race, but in the International race as well. Philadelphia Philadelphia has been reported in the local media to be preparing a bid for the 2016 Summer Olympic games, after its success with massive large-scale events such as the 2000 Republican National Convention and Live 8 in July 2005. In July 2005, Joe Torsella, head of Philadelphia Sports Congress, indicated there is interest in a Philadelphia bid for the 2016 Games. Philadelphia has the advantage of a large centralized sports complex that encompasses Lincoln Financial Field , Citizens Bank Park , the Wachovia Center and Wachovia Spectrum as well as several other venues at area universities (such as The Liacouras Center at Temple University and Franklin Field at the University of Pennsylvania, which stages the Penn Relays track meet every April), and in neighboring Delaware and New Jersey, an abundance of hotel rooms, and a site for the Olympic Village located within close proximity to the sports complex and transportation, including Philadelphia International Airport and SEPTA subway lines to Center City. The city's historic sites and its location at the center of the Northeastern United States (approximately equidistant from New York and Washington) are also major advantages. San Francisco Bay Area A distant loser (123 to 91) to New York in the bidding to be the American entrant for 2012, San Francisco announced its 2016 bid on September 12, 2005. Mayor Gavin Newsom said that a new Olympic stadium at Candlestick Point, to be used after the games by the San Francisco 49ers , could be part of the proposal. Bay Area Sports Organizing Committee officials said their plan would be similar to the 2012 "Ring of Gold" concept, which took advantage of existing venues in regional cities as far away as Sacramento , but revolved around four compact "clusters" near public transportation hubs in San Francisco , Palo Alto , San Jose / Santa Clara and Oakland / Berkeley . The Bay Area's celebrated scenery and mild summer weather were selling points of the 2012 bid; organizers also projected a surplus of $400 million, of which $170 million would have gone to an endowment for American athletes; the USOC realized it won't be realistic to project surpluses and required SF and NYC to not mention any. To better compete for 2016, organizers have said corporate support must increase; in the bidding for 2012, New York organizers outspent the Bay Area by a ratio of 5-to-1. San Diego-Tijuana A report of January 24 2005 suggests that a binational U.S. - Mexican bid involving the geographically close cities of San Diego and Tijuana is under consideration. Since under the IOC rules, the Games are awarded to a city supported by a national Olympic committee – note use of the singular – a San Diego/Tijuana bid would likely be nonconforming to IOC standards. While it is true that the IOC has paid lip service to the idea of a “bi-national” games, it has only seriously considered the proposal for the Winter Games, where some cities with strong support for winter sports, e.g. Helsinki, lack a suitable nearby mountain venue for Alpine skiing. Tampa Bay Area The Tampa Bay region of Florida first bid for the 2012 Summer Olympics , but lost to New York City during the USOC's national selection process. State and local leaders intend to prepare a bid for the 2016 Summer Olympics. The region has an extensive system of highways and bridges, and two international airports. For the 2012 bid, they also included Orlando , which would give even greater recognition. It is unknown whether a 2016 bid would include the same. The region's two largest cities, Tampa and St. Petersburg , are no strangers to large scale sporting events. Tampa has hosted the Super Bowl three times, and will host another Super Bowl in 2009 . Both cities have hosted various other cup, tournaments and championships. The region has a long history as a tourist destination, and its geographic proximity to Central America and South America may improve the bid's prospects. Weather may present a significant problem for this bid, however. September and October are often the peak of the tropical Hurricane season. The Games could be scheduled between March and June, when storm activity is less severe, and the temperatures are cooler. Other North American bids Havana José Ramón Fernández, president of the Cuba n Olympic Committee, announced on July 7 2005 that his country would bid. Potential problems with a Havana bid center on required improvements to infrastructure and poor relations between Cuba and the United States. Havana has previously launched bids for the 2008 and 2012 Summer Games, but failed to make the shortlist on both occasions. Montreal GamesBids.com reported on July 27 2005 that Montreal was considering a bid for the 2016 Games. Its advantages include a highly multicultural population (3.7 million); its position as a major economic center and past experience at hosting global events, such as the 1976 Summer Olympics , the Canadian Grand Prix in Formula One auto racing, the 1967 World's Fair ('' Expo 67 '', which attracted 50 million people), the FINA 2005 World Aquatics Championships and the International Fireworks Competition (the best in the world); and its location in the North American Eastern Standard Time Zone , the same time zone as the major cities of the eastern United States. However, Toronto's more recent experience in bidding for the Olympics may well count against Montreal, as would the fact that Montreal has already held Olympics, in 1976 . Additionally, any Montreal bid for the Olympics would likely be hampered by the city population's opposition, as the last Montreal Olympics were logistically and financially unsuccessful, having taken thirty years to pay off through increased taxation of Montrealers (The Olympic Stadium is still sometimes referred to as "The Big Owe"). Despite all the negative feedback, Montreal 1976 paved the way for the future success of the games including security. It was the first Olympic Games in history to draw a television audience of more than 1 billion people. If the 2016 Games are awarded to Montreal, they would fall on the 40th Anniversary of the 1976 Games. Toronto The lack of European competition could also give Toronto an edge in trying to win the Games if it chooses to bid on them. The city was second to Beijing in the final round of bids for the 2008 Games and in the last two decades has achieved an international population diversity surpassing that of any other city. Although as a Canadian city a Toronto Games would not technically fulfill the "unwritten convention" mentioned above with regard to NBC, it could be still be a very strong candidate in the mind of the IOC for 2016, especially since it also lies in the North American Eastern Standard Time Zone. Toronto pulled out of bidding for the 2012 Summer Games after the 2010 Winter Games were awarded to the Canadian city of Vancouver . South America Argentina in 1951, while Buenos Aires co-hosted the 12th Pan American Games in 1995 with the cities of Mar Del Plata and La Plata . Argentina also hosted the 1978 FIFA World Cup . Brazil Agency reports have mentioned Rio De Janeiro as a possible bidder for 2016. Rio De Janeiro launched applications to host the 2004 and 2012 Olympics, but failed to make the shortlist on both occasions. However, experts are monitoring how well Rio de Janeiro organizes the upcoming 2007 Pan American Games. If the 2007 PAG turns out to be a logistical success, it may propel Rio de Janeiro as a serious contender come 2008-09 when the bidding cycle for the 2016 Olympic Games begin. Furthermore, it should be stressed how eager the IOC is to have either South America or Africa host the games. Brazil has had experience in organizing large-scale sporting events in the past: Brazil organized the 1950 FIFA World Cup, and São Paulo organized the 4th Pan American Games in 1963 . Subsequently, due to the continental rotation policy taken by FIFA that will place the 2014 World Cup in South America , CONMEBOL has unanimously nominated Brazil as its candidate to host the 2014 FIFA World Cup, with FIFA making its final decision sometime in 2008 . São Paulo, Brasília and Curitiba have also mentioned that want to make a bid, therefore, the Brazilian Olympic Committee will perhaps have to choose between these four cities. Chile In 2002, the president of the Chile an Olympic committeee, Fernando Eitel, announced that he wanted to see the 2016 Olympics hosted by Chile, adding that "much of the organization is already in place." Eitel also believes that IOC President Dr. Jacques Rogge wishes to see more developing countries playing a part in hosting the Games, and that this desire would work in Chile's favor. Also, Chile's fantastic growing economy, financial security and the latest foreign investment in the country are certainly pros for this potential bid. Another fact is that Santiago De Chile is evolving very quickly and in terms of transportation (new subway lines, new airport terminals and urban highways), communications and specially in solving its Pollution issues, making the city a very nice and adequate place for hosting the 2016 Summer Olympics. Chile has already hosted a FIFA World Cup in 1962 . Others Like the San Diego-Tijuana bid, and the success of the Japan Korea Football World Cup of 2002, many small Latin American countries have had talks for a joint bid of two cities. Ecuador , Bolivia , Venezula , Colombia , and Peru want to launch a double or even triple alliance for 2016 . The cities of Bogotá , Cochabamba , Guayaquil , Lima , La Paz , Cuzco , Sucre and Quito have all considered a joint go at the games. This is now highly unlikely given the political state of these nations. Africa Kenya when Nairobi organized the 4th All-Africa Games . South Africa According to agency reports, a South Africa n city, most likely Cape Town , is considering a bid. Given that South Africa will host the 2010 FIFA World Cup , Rogge's eagerness for either Africa and/or South America to host an Olympic Games, and the potential strength of another bid from Cape Town - Cape Town itself was part of the candidate city shortlist for the 2004 Olympics (coming in third place after Athens and Rome); some are very optimistic about South Africa's prospects of hosting the Olympic Games in the near future. Asia India The India n capital of New Delhi has announced its wish to host the Olympics, and believes that a great source of strength will be the 2010 Commonwealth Games , which will be held in the same city. However, national opinion is deeply divided, with many saying that given the evidence that no country has ever won the Games with its first attempt, and the less than impressive national displays in Olympic medal tables, the bid would rely massively on the success of the 2010 Commonwealth Games. In the past, New Delhi has organized the 1st Asian Games in 1951 and the 9th Asian Games in 1982 . In terms of other large-scale international sporting events being staged in India, the city of Hyderabad organized the 1st Afro-Asian Games in 2003 . Israel The city of Tel Aviv reportedly considered a bid. However, the idea for the bid was actually proposed by architectural students at Tel Aviv University , as a hypothetical consideration of what would be required by Tel Aviv in order to host the games. Indeed, there are major challenges which would need to be overcome for an Israel i bid to succeed, not least in terms of security. There would also be the danger of politically-motivated boycotts or protests from some nations, although a Tel Aviv Olympics would probably suffer rather less from this than one held in Jerusalem . Other problems include relatively poor infrastructure and a possible lack of support from within the IOC itself. Japan Japan has announced that it wants to host the Summer Olympic Games in either 2016 or 2020; the most likely course of action is a "warm-up bid" for the 2016 Games, with the same city then bidding again (with a higher expectation of success) four years later. So far, the cities of Tokyo and Fukuoka have expressed their interest. Fukuoka has not previously bid for a Summer Olympiad. Tokyo hosted the games in 1964. On February 21, 2006, Sapporo , which hosted the 1972 Winter Games, announced that it was withdrawing its bid; this leaves Tokyo and Fukuoka as the remaining Japanese candidates for the 2016 Games. Qatar Doha in Qatar has announced an interest in bidding for the right to host 2016 Summer Olympics. Doha will be the first Middle Eastern city to host the Asian Games . South Korea South Korea 's second largest city of Busan is intending to make a bid. The city's mayor announced in 2002, after its success in hosting that year's Asian Games and FIFA World Cup , that an Olympic bid was the next natural step to becoming a world-class city. South Korea has hosted the Olympics before, when the 1988 Games were held in Seoul , but there may be problems with Pyeongchang 's bid for the 2014 Winter Olympics , as the IOC would certainly not select the same country to host consecutive Olympiads. Pyeongchang is seen as a front-runner for 2014, having only narrowly lost to the Canadian bid in 2010, and this may damage Busan's chances. Thailand The in 1966 , the 5th Asian Games in 1970 ( Seoul was originally selected, but withdrew from hosting), the 8th Asian Games in 1978 ( Islamabad was originally selected, but withdrew as well), and the 13th Asian Games in 1998 . Bangkok hosted the 1st edition of the Asian Indoor Games in 2005 . Bangkok is also set to host the 24th Universiade in 2007 , and Thailand is co-hosting the 2007 Asian Cup with Malaysia , Vietnam , and Indonesia . United Arab Emirates (UAE) Dubai in the United Arab Emirates has announced an interest in bidding for the right to host what would be the Middle East 's first Olympiad. Infrastructure is excellent, and the emirate's wealth means that it could easily afford to build any facilities deemed necessary. One such development that could serve Olympic purposes, Dubai Sports City , is already under construction. Two potential setbacks may thwart Dubai's hosting chances. The summer climate, where temperatures frequently surpass 48ºC, is unacceptably hot for such an event. This would require a spring or autumn date. Yet this bid is viewed by many as a "trial" bid to check out the situation in the selection process and to prepare better for a major bid for 2020. Germany Hamburg is likely to form the centerpiece of any German bid, as it is generally seen as a better candidate than Leipzig , the city that attempted to host the 2012 Games.
